I can see the extra fee if.....the visitor is staying overnight and using facilities. Staying for the day and using pools, hot tubs washrooms, etc.
But if they are just stopping in for a short visit and not leaving the site they are in I don't see the point.
Although the campground operator is looking at his water, electric and sewer costs and each extra person in the site could be using these services.
Most parks do not charge for visitors if they are not staying overnight.
