One way to make it fair to those who honestly are just staying a few minutes is to have then sign in with a time and then sign put. Maybe even a small deposit refundable upon reasonable departure.
I am going to see some friends in a CG next Sat and I will have to pay a ten dollar fee. I will probably be there all of an hour if that but I will make sure I use the bath room or some facility to justify the fee to myself. Meanwhile I will certainly never camp there myself.
