I doubt that any RV park owner implements the extra fees from day one of ownership. But after campers rent a site and then invite 30 of their closest friends over for a party, annoying the other campers until the wee hours, tearing the place up and parking cars everywhere, then new rules are implemented. People on this forum have complained about it before.
I've been in FHU CGs that state their visitor policy on the paperwork, which normally requires registration in the office, limits the number of people and vehicles, where they can park and when they must leave. You always have the option of not staying there.
OTOH, there's a state park near me where they have a group camping site located away from the regular camp sites as well as a different group camp site that includes a corral for horses.
