I think the extra fee is used mainly to discourage the vehicle traffic/parking issues and extra noise at the campsites. Visitors will generate much more activity in one site and the site will be noisier. That's not fair for your next door neighbor. We've been in that situation many times and it's not pleasant. Also, how would they monitor how long someone is staying if you say you're only visiting for an hour or so? They'd have to go cruising the campground to see if the party is still there. I'm all for the extra fee.
