And then the renter complains you added unnecessary fees to their bill since their guests left after 2 hours and 55 minutes, not 3 hours and 10 minutes. Plus you now need to man the gates 24/7 because some people will be arriving or leaving after office hours. Again, most fees are not about the money, they are about management. It's all about getting people to make the decision on their own not to have guests visiting. In your case, apparently $32.00 in fees will keep you from having another family on your site. The park is probably fine with that outcome.
