What difference does it make which state has the most?
I don't think there is a list, I've looked online and never found one. The COE has awful websites, very hard to find anything on them. I refuse to buy that book tho, I hear it has no info not found online at Rec.gov. I know OK has a lot of COE parks which almost makes up for their horrible roads. FL only has two. In general following the major rivers will show you the COE parks the Mississippi, Missouri and other big rivers have dams and that's where the parks are. More east of the Rockies and few west. But you have Bureau of Reclamation dams to the west but not as many.
We stayed at 14 this summer so far and reservations for one of the FL in October. We did several others last summer but not as many.
