Looking at both for a few weeks, which would you recommend - Should I be concerned about aircraft noise from the nearby Naval Air Station

We stay on the Naval Air Station and the only thing you normally hear are the Coast Guard Helicopters flying over the bay. Have not stayed at either RV Park, so I can not answer that question.
