We will be at this campground the first part of July, and my question is....is this area considered bear country where food can't be kept inside a tent trailer and ALL coolers have to be locked inside...

No, I don't think you could even find a bear in all the Black Hills of SD. You would be more apt to find a mountain lion.
Enjoy Custer SP. We will be out there again in September for our annual get together with friends we made over the years from all parts of SD. We make camp at the Grace Coolidge Campground.
