Most fingerprint readers (for access control) are not storing a full picture of the print, but rather some sort of unique ID based on the fingerprint. You can't go back from the unique ID to regenerate the print. (Incidentally, although for somewhat different reasons, the same is true of proper password management on computer systems. It should not store your password, but a secure one-way hash based on the password, so that the system or a hacker could regenerate your password from its information. That's why a good system will generate a new password to regain access if you forget yours rather than having some means of giving you the old password.)
The whole setup does seem very bizarre and over the top for an RV park, doubly so if it's not hard for pedestrians to simply walk around the gate. My workplace uses ID cards for access, and has far more valid security needs and concerns than most any campground or residential neighborhood.
