Primitive, IMHO, means they provide nothing but space. You only have what you brought, and take it back out with you when you leave.
Primitive and tent-only are not the same thing. We have a county-owned park nearby that is tent-only. Nice leveled-out tent pads, water spickets at every other site, and flush toilets within a two-minute walk. They even provide firewood for your fire, fire ring provided. I guess its really roughing it, as there are no electrical outlets. Those are scheduled to go in later this year.
Oh, and a paved road right up to your tent site. And paved parking areas. Pretty rough camping.
