So what are you saying? That just because it's not spelled out that it's safe? Do you need a sign in addition to "Road Closed" to tell you why it's closed? Of course not, you know proceeding could be bad for you. "No Swimming" is also pretty straight forward. It doesn't take a rocket scientist to come to the conclusion that there must be a reason for it.
I'll concede that we live in a nanny society now. People don't seem to have the capacity to think and reason for themselves anymore. And then they are quick to blame someone else for their lack of thinking ability. Very sad really.
