This tragedy probably could have been prevented with a simple sign informing guests that alligators were present in the lagoon.
Disney builds a resort on one of their mad-made lakes, puts in a beautiful sand beach leading right into the lagoon that contains alligators, and then puts up a no swimming sign without any notice of the presence of alligators. How can you not warn your guests that a dangerous predator is living in the lake? Who made that decision, Goofy or Pluto?
Disney is currently installing a fence around the lagoon at that resort.
