Disney builds a resort on one of their mad-made lakes, puts in a beautiful sand beach leading right into the lagoon that contains alligators, and then puts up a no swimming sign without any notice of the presence of alligators. How can you not warn your guests that a dangerous predator is living in the lake? Who made that decision, Goofy or Pluto?
Disney is currently installing a fence around the lagoon at that resort.

Reading that makes it look like Disney is at fault. Furthermore Disney gets visitors from all around the world, many of which probably have no idea what a gator is. I bet the discussion went like this:
Employee: "We need Alligator warning signs"
Manager: "No that would frighten the visitors"
"Resident Pets".....You have got to be kidding!!
