Manzanita Lake CG is excellent with mostly pull thru sites. We spent 5 days there a few years ago. Don't know anything about Summit lake. Lassen is one of those little known gems in the park service. Lots to do and see there and half the park was still snowed in when we were there in July.
We ran into one of those rare unpleasant campers that you run into about every 5 years or so. Our fridge wouldn't run on propane so we were running our Honda 2K during generator hours when we were in the CG. She ran over to complain repeatedly to the CG Host who came over to complain to us. I asked her what the problem was with running a quiet generator during designated periods was? And she went away. The problem packed up and left...geez. But it was still a great spot to camp.
We took 299 across to the 101 and it was OK. We stayed at the Crescent City KOA which was OK but nothing special.
