If you can, go with state and national CGs. You wont necessarily get hookups, but they are lovely. Many of the Utah SPs do have hooks - Dead Horse, near Canyon Lands has electricity, but no water (in fact, you need to bring with you) but it is gorgeous. If you can plan your trip 4 months in advance you could get reservations. From there you can see Canyon Lands (the northern part) and Arches and all the other areas around Moab. For the Needles section, it is quite a drive. The CG there is wonderful, but again, no hookups.
Fruita, which is in Capitol Reef has no hookups, but it is so lovely, you might find it worth it. Also, if you are there when the trees are ready to harvest, you can help yourself.
I stayed in an RV park in Utah (Moab Rim) it was miserable. I did not see much better as I drove around.
