(This is downtown park across from Clinton Library that two other posts have also mentioned.) We stayed there in 2011 and loved being right on the river. Gorgeous night view of lights, daytime of kayakers going by.
Note that back then,at least, Passport America rates were only for sites against the wall, not on the river. Also, if this matters to you, they had just a trailer for a couple of bathrooms, so be aware that some of the amenities normally found at RV parks are limited.
