Yes, or a permanent resident, according to the link in Old-Biscuit's post above.
I'm a big fan. It has saved us hundreds of dollars the past four years, especially since campsite fees often(not always) are discounted 50% if you have the pass.
I suggest getting one each if you are a couple. We've found several occasions where that proved handy at $10.

Back in the 90's the pass was free. Now they charge a nominal fee, less than $25. If you have a full time handicap card, you can get a Golden Access card for free. It offers the same benefits, without charge to get one.

Almost correct. Handicap card doesn't work because those are handed out to everyone. DW had to bring her disability papers to NP Service. Then of course it is free. - wbwoodExplorerMakes me can't wait for 62 yrs old....lol Only 17 yrs to go...hehe
- Jim_ShoeExplorerThe Senior Pass is the best bargain you'll ever find. But as a footnote, if you visit "Historic Jamestowne", that is the actual site of the landing and accepts the National Parks Passes.
Nearby is "Jamestown Settlement". Its owned by the state of Virginia and requires a separate ticket. It doesn't accept the senior pass. Both are worth the visit. Here's the info. - Dakota98Explorer

Owning property or paying taxes in the U.S. does not automatically qualify you for a Senior Pass. You must be a permanent U.S. resident, or a U.S. citizen with identification such as U.S. Driver's License, Green Card or U.S. Passport. - darsbenExplorer II
