First come Campgrounds in Yellowstone and Teton

About three weeks ago I asked for information about the first come campgrounds and how they worked in Yellowstone. I got several responses and none of them were really correct. The reason is the rules...

What happens when all the sites are gone? Is there an unserviced over flow area?
