The park management will figure out the flaws with the new system pretty quickly. The obvious remedy is anyone reserving a RV site who does not have that RV with them will be given until a certain time to occupy that site or it will be released to a late drive in and any site fees paid will be forfeited. This would work for all types of RVs because if you only have a RV with no other means of transportation, you are going to be driving that RV when you check in, so you would meet the requirement of having the RV at check in. People who reserve while driving their tow or towed will be given time to go get their rig and bring it into the campground. Those who try to game the system will lose their reservations going forward as well as the site fee they paid. That would pretty much discourage trying to game the system and keep the first come/first served option available for those who use it as it is intended to be used.
Those who do not want to jump through those hoops can use the time honored other method of getting a site in or near Yellowstone, make an advanced reservation at one of the campgrounds or parks that have that option.
