This would make the traffic congestion, pointless driving, and overcrowding of the park even worse! People would have to either pack up, and then return to their old site when they didn't get a new one, or make two trips when they did get one. More wasted days added to park stays, more traffic...
I sure hope they don't go with the 'obvious' solution, but instead think more deeply about repercussions.
