You want to be mid Florida or further south if you want to go swimming. We go around the Sarasota area, and the Gulf can be pretty cool most years in February. If you are motivated though, it can be fun to swim. Before we had toddlers, we would swim in the Bay's and the Gulf in February.
The panhandle will be a good amount chillier. The further south you go, the warmer. I've yet to make it to the Keys (maybe this trip!) but I would bet February is crowded and fun.
Consider Turtle Beach Campground in Sarasota. We've never been there (not pet friendly), but I've had friends go there and LOVE it.
