Since it was free, I'm betting it came from the Forest Service with instructions that it can't be charged (extra) for. I think it makes a lot of sense- better to let paying campers burn it up in controlled pits than to leave it out there to fuel a wildfire!
I've encountered this in more than one location where thinning is being done, usually for disease control, or of course after danger-tree removal.
