There are basically good people who make bad choices and just plain bad people. I think the goblin tippers are from the first group. However, they should be held accountable for their actions, and any punishment should be severe enough to discourage anyone else from repeating the act. Merely probation and a fine is not severe enough. I would support a sentence to a halfway house where the offenders worked their jobs but were confined at night and weekends. If that were not available, then sentenced to prison on weekends, holidays, and vacations and also subject to house arrest other times. Also, they should pay all costs associated with prosecuting the case as well as their confinement. Any costs associated with restoring the goblin they should also pay.
