Higher expectations are always placed on those in leadership positions - it comes with the territory. As a scout leader, it's appalling to show such disregard to a State Park and then be proud enough to even post video evidence of the crime on-line.
Jail time would only expose these foolish men to even more foolish men. Instead, mandatory community service cleaning our parks of trash should be a starter. Along with it, tack on a hefty enough fine to punish them for a poor decision while in a leadership role (and while in one of our State Parks) - $10k minimum!
