Our trip to Kentucky went that way. We didn't stay at the state park because they didn't have reservations and not all sites had electricity.
Double ditto. If they paid for that block of sites then the park has its money and you have the option of picking another site when you arrive. I find this policy of first come, first pick in a number of state parks. Now that you know about it, you'll know how to deal with it next time. I see a lot of "cul de sacs" in state parks of campers belonging to a group or family reunion. One such group was a bunch of firefighters who camped together every Thanksgiving and were handy volunteers for careless fires started by other campers.
There's no perfect solution for everyone. Who knows, one day you might be a part of such a group and will appreciate the block of campsites tagged.
