If they were used immediately or not really doesn't matter IMO. Another interesting thing is knowing that the State Park is "First Come First Served" then there is always a chance that the OP would not get a big enough spot for his 40' coach regardless. I guess maybe stick with traditional campgrounds that cater the reservation to your rig size and preference. With all that said, I would have been steamed too so I guess it's just a crappy situation.
When you make a non specific site reservation at Va state parks ,you ARE guaranteed a site that will accommodate your RV. However you are not guaranteed any specific site. Sites are chosen/distributed on a first come first serve basis once you arrive.
In short you can choose a site from what is available. In theory and in practice there has always been a site available to fit my RV.
Maybe not the best site but a site that is large enough should always be available if you have a reservation.
Based on the fact that I did have a reservation there should never be a time that there is not a site available to accommodate my rig.
So far in all my dealings with VA parks. I have always found a site.
