That would mean you would miss some very nice campgrounds. I haven't stayed in any of the VA state parks, but GA has some very nice ones - FDR State Park near Warm Springs and Skidaway Island State Park near Savannah come to mind.
Yeah, you'll pretty much rule out staying anywhere in GA. Couple of parks are opening up for site specific reservations, but the majority do not.
