Don't know if I would call that boondocking when you have dump and tap water nearby. Sounds like a campground to me.
We have 53 gallons of fresh water that lasts 2 of us for almost 2 weeks as we know how to conserve our water and power. No need to dump, refill or use a tote. If I need a little more water I carry 2 5g collapsible jugs that cost me $6 each and take up hardly any room in the camper. We can get by without a generator to as long as its sunny outside every other day.
So I guess it how much work do you want to do vs conserving. Everyone has there own way of doing things. Maybe the guy you observed is new to RV's or only does this once in a great while so he does not want to invest money in a tote or deal with the storing of it when not in use.
