Truth of the matter is that there are places where it wouldn't hurt a thing if done properly and places where it's are really bad idea no matter how it is done or how much is dumped. The real problem arises when you get arrogant and ignorant folks dumping excessive amounts in ill-considered fashion and places where it is a bad idea, and getting all huffy when asked not to do that.
