Here in Texas, it is regulated (no ponding, tanks up to code, etc), but legal, provided the owner assents.
Of course, anyone dumping any type of water in central TX will get the police or the sheriff called on them pronto... way too many people who will dig an Army style latrine hole if in the country or just let loose down a storm drain in the city to get rid of their black tank's contents.
The reason why RV gray water stinks is because it sits around in a tank for a long while and ferments.
As for what I do, other than dumping grey with permission from the owner in the backwoods (helps with the trees in the constant drought conditions), I just use a dump station either at a RV park or a state park. I am a firm believer in karma, and I like leaving a campsite at least in the same condition as I found it, if not slightly better (no trash, ash cleaned from the fireplace, etc.)
