These federal laws can be modified by "Directives" issued at the local or regional level that are specific to time and/or location.
I think if you read the regs for National Forestry land it says you may not dump waste water near lakes, streams etc. Near is the word that should be noted which is stipulated as 200 yards or some stipulated distance from a water source.
Also, sewage such as a a cassette toilet tank may be flushed into,a vault toilet as long as it does not affect the operation of the toilet.
It is interesting to note that on our backpack permit in the Grand Canyon, it specifies, peeing in the river, human waste buried in a cat hole a least200 feet from a water source and does not say anything about wash or kitchen waste water.
