When we were there July, we arrived about 9AM, we had to wait till about 11 before someone cleared their site, as the folks already on the site have a chance to renew if they want.
The wait was well worth it as this is the site we got in D loop, bathrooms were right across the street.

Tara, if you can get into D loop, you will have electric hookups, although It is a little pricey, but well worth it if you're there in warmer temps.
If A loops has outlets in the bathrooms, I would assume the rest of the loops do also. I just never paid attention when we were there.

The restrooms in the A loop has a 120v outlet. I would think all the others loops would be the same.
