Of course people's plans change. That's why you have the choice to cancel. If they are a monopoly as you say and really wanted to rip you off, they wouldn't give you back anything. No, they give you your money back and charge you a small penalty (which they tell you up front)to cover their costs. More than fair.

If you don't like it don't use it. That's your choice. Even a reservation change involve costs. They also don't want everyone making changes to existing reservations. Man the chaos that would cause!!!

Many state parks are the only way to access MY STATE LAND, which I have paid TENS OF THOUSANDS IN TAXES FOR to Kayak, fish or hike. And BTW, I don't get any better consideration $ or policy for reservations as out of staters.
At least Pinellas County gives their residents a price break and can reserve farther out. And almost all of the county parks give in county residents a break.
The taxes you pay to the state have nothing to do with camping reservation fees. You are not entitled to special treatment for cancellation fees because you pay taxes. Come on that's a cop out!!!
