Headwater Campground @ Flagg Ranch Yellowstone
Their website is confusing to me, and no one answered the phone, so maybe someone can help me. Are pop-up campers & tents allowed?

Agreed, go to the cheaper side of Colter Bay....beautiful USFS Campground with showers just down the road a piece at the laundry. Loved it there!! Isn't Flagg Ranch between Yellowstone and Grand Teton?
