How many days are you talking about - your list covers most of the State. I have lived here 30 years and still haven't seen everything on your list.
Oregon has outstanding coast and some of the best State Parks in the Country. We camp at Beverly Beach near Newport which has several items on your list. Coming from Portland we can stop at the Evergreen Air Museum on the way to the Coast. From Newport we head north to Fort Stevens State Park and hit the casino at Lincoln City - then Canon Beach/Haystack Rock and the Tillamook Cheese Factory on the way North.
Multnomah Falls and the Columbia River Gorge are a must see - easy day trip from Portland or you can see on your way to Central Oregon which has a number of items on your list.
The campgrounds on your list are all nice - but as stated almost all the State Campgrounds are exceptional.
Haven't spent much time in Eastern Oregon - so can't comment on that part of the State.
