We went to the Cody rodeo this past July and enjoyed it. The only other rodeo we have been to was in Jackson WY so we don't have a lot of experience.
Regarding the Beartooth Highway, if you are planning to drive from Cody to your cabin at Headwaters on the same day, that is a very long way around. That said, the Chief Joseph Highway (route 296) and the Beartooth Highway (route 212) are spectacular scenic mountain drives and IMO worth a long day of driving.
