Hey Eastern Washingtonians! Wanapum Dam Drawdown?

I heard about the crack in the dam last week. Looks like the drawdown for repairs has dropped the water level about twenty feet. Link to article I've only found this one picture on the web so far...

Chelan County has a mini-sub? I'm trying to wrap my mind around that one. For what purpose? Most county sheriff's departments have boats for emergencies...but a mini-sub?...in little old Chelan County? I can't even imagine King County having a mini-sub in its flotilla.
