History of the Grand Canyon

That one park seems to be an outlier. You have to take several things into consideration, one is that it lays in southern California where even the cities are being rendered unlivable... And two I believe that it is located close, by western standards, to ORV areas. And ORV users are notorious for damage done to whatever area they are in. Not every ORV user of course but enough to blacken their reputation justifiably. And the damage we are talking about points right at that group. Cutting down trees so they can drive in forbidden areas for example.

There are many other reports of locals stepping forward to take care of their local parks during the shutdown.
