They usually let me just pull into an unused full-hook site which is super nice to have fresh water to fill up with and also to just be able to take 20 minutes or so as opposed to being rushed like at many dump stations.
Cascade locks is about 15 miles west of Hood River and the freeway on/off is very easy. There are also a couple restaurants and a small grocery store in the small town if you need stuff - no diesel though if I remember correctly.
