As a resident of Apache Junction, East of Phoenix, we have highs in the 70's and lows in 50's for December, January, and February. The wind will blow for a couple of days but generally is 10MPH or below.
As in any state, there are wide ranges of temps and wind speeds. Again, the wind generally blows down the Colorado rive valley more than in the Phoenix area. Temperatures are cooler in areas higher than 4000 feet. Go to weather.com and it will give you average temps for almost any where. As a side note, we traveled AZ in a RV for four years before making Apache Junction our home. Good luck with you search.
