An inexperienced adult would likely take 20 hacks or more to cut it down. More over, an inexperienced adult would might think that a fresh tree can be burned in a camp fire.
Many years ago we saw 3 adults hacking a small live tree in a WI state park. We were hiking so by the time we could report it, there was no way for the rangers to take any action. Sure it could have been kids you saw, but it was more likely some really ignorant adults.
