In most states, the rate that can be passed along by a reseller of power highly regulated. RV parks with metered electric fit that definition, so they cannot charge anything more than the state mandated rate, which is usually the same rate as the park is charged by the utility provider plus a relatively small meter reading or billing fee. If you were the manager of a park in a state with regulated power (and I don't know of any that are not, quite frankly) you are committing a crime if you charged a rate above the legally mandated amount.
