Without singling out any one specifically, it seems the CG owners always come down on the side of owners, and the campers always come down on the side of the camper. So, the reality of this is probably both make the same 'errors' and than come up with the excuses why it's either okay or not okay, depending on which side of the coin you sit.
But the reality here, in this particular case, is the camper reserved and paid for a large site. Didn't get it, and I'm betting it's because some other camper came in and insisted he's get a large site or he'd leave - so he CG owner gave up the reserved long site, knowing the guy coming was an over-night and so the owner didn't care about him. That's what probably came down, and there's no ethical excuse for giving the guy who already paid for that site, a smaller site. The fact that he refunded a few bucks first is required and gets no applause, and second, means owner knew it as soon as the guy showed up ... so, that's just an example of an owner disrespecting one of his customers.
