OK, someone here actually from Colorado. The law does not allow public consumption anywhere. In fact the ski resorts have cracked down more since the law was enacted than they did before. Of course most of their runs are on federal land, so they have to play by the federal law book. Any NPS or NFS CG would have the same enforcement. But despite what ljr869 says, it isn't legal to light up in any state or private CG.
But that doesn't mean you won't find people lighting up in the campsite next to you. It's been going on for years. Of course if someone is in their RV, unless the fumes are noticeable from the outside, I think it would be hard to know what was going on inside.
As for the junk food vending machines, it brings to mind something I've been thinking about since they showed a news clip about bakeries specializing in pot-laced confections. Seems like a way to sell endless amounts of merchandise. Eat to get high, get the munchies, eat more because you're hungry, get higher and hungrier, repeat at will. Sound's like a money-making operation!
