Yes, enforce existing laws... but now you are talking about doubling the amount of Rangers if you going to have them basically evicting people. That can get nasty and dangerous, so you don't want Rangers doing that alone.
This problem isn't new... walk through the woods of Vermont, trash all over the woods, dating back decades if not more than 100 years.
I think it was one of the comments on the OP's link that mentioned illegal dumping - people just drive down a forest road to get rid of garbage, or even use a dump truck to dump a load of trash.
Solution? Probably a combination of things - have Rangers be more visible (like the post about Rangers being proactive in keeping track of people in the forest), enforce existing laws, education and signage telling people what to do and what not to do, and... open for more ideas!
I am not big on passing more laws and regulations. Just enforce what's there.
