"Long boondockers" leave trash; forests restricted

No new laws or taxes, but enforce those that exist. If they stay too long, move 'em out, if the leave trash, give 'em a ticket and make 'em pick up trash as a part of punishment. If they can't pay the ticket, put 'em in jail for a while. When laws are enforced, people start to respect them and the law enforcement officers. When laws are not enforced, people lose respect for them.
