Dewey, as a retired ranger you have more insight into this situation than I do -- what do you think of an annual boondocking pass, with the revenue earmarked for rangers who patrol the back-country to see whether the pass is displayed?
This is not a tax -- it's a user fee.
Ticketing the litter-bugs is not the answer -- the bad guys dump their trash as they are leaving, making it impossible to catch them in the act.
Is this suggestion elitist? Maybe -- just as requiring a driver's license and a vehicle registration screens out folks who are too poor to pay the fees.
We have to face reality, folks, even if talking about this problem makes us uncomfortable. If we don't come up with a solution, we will lose the privilege of boondocking, sooner or later.
