This is not a tax -- it's a user fee.
Is this suggestion elitist? Maybe -- just as requiring a driver's license and a vehicle registration screens out folks who are too poor to pay the fees.
We have to face reality, folks, even if talking about this problem makes us uncomfortable. If we don't come up with a solution, we will lose the privilege of boondocking, sooner or later.
Prof, Earmarked funds in govt are a farce. States more so than federal use that ploy, and as in Va, when the lottery was supposedly put toward schools, the state funds from the general fund was reduced, Schools netted little to nothing, Govt just consumes money and seeks only to create more government.
Ticketing and fines are the only real option, If you think lack of a license stops folks from driving, go sit in court one day, Same thing with registration and insurance,
There is a portion of the population that will ignore the fee the same as they ignore the current laws, Only when the violation holds the real pain of the penalty does it have an effect.
