A user fee does not solve the problem of people who are too poor to pay the fee. Where do you think those people are going to go? You don't want them in the woods. Do you want them in the towns? Living on the sidewalk outside your S&B? People on this forum complain about them being in the walmart parking lots, too. Where do you want them to go?
Naio ... well stated and you hit the nail on the head!
However, I might add that some truly destitute folks in all parts of the world still are able to maintain a sense of responsibility in how they live ... no matter where they have to live. It's more about a person's state of mind rather than their economic condition. FWIW, I have personally witnessed this type of responsible living in the very poorest of home situations here in the U.S. on Indian reservations, in Cambodia, and in Mexico.
