Naio, you are absolutely right that the country as a whole has to deal with homelessness and does not do so. It is shameful. (I wonder what they do in other countries, like Great Britain??)
But the very specific problem of trash deposited by boondockers is that all of us boondockers will suffer the loss of our boondocking privileges due to the behavior of a few folks. So that is what I am struggling with -- how to balance the absolute freedom of boondocking with the need for an effective enforcement mechanism. It is unquestioned, I think, that something has to happen. But what?
